This is a reference to the intrinsic nature of Brass Band Music - as a music of the armed forces - a music with the function of inspiration to grandeur.

In Britain of course the Brass Band is very strong in the North of England serving the local communities.

The reference to Nero though is the Military function of Brass Band Music envisioned as a source of conquest and appeasement of unruly areas that the enlightened Nero could have applied to profound effect.
